We recently consulted with the community and held a Public Exhibition on Thursday 5th February 2026. We would like to thank everyone who has shown an interest in our revised proposals, asked us questions and shared their opinions and feedback with us. The consultation period closed at midnight on Sunday 15th February 2026.

Background

The former Ingleton House site is one of six regeneration schemes that have come forward under the ‘Strategic Housing Development Programme’ (SHDP) that has been initiated by Brentwood Borough Council.

These homes will make the best use of existing, underused land in the Borough, and will be built with low energy use and reduced utility bills in mind. The programme aims to deliver the next generation of modern council homes and will deliver housing that meets local needs, with an appropriate mix of sizes and tenure.

The programme has so far successfully gained planning permission for six schemes including Brookfield Close, Hutton for 62 homes, Harewood in Pilgrims Hatch for 40 homes and Highwood Close in Brentwood for 12 affordable homes.

THE SITE

The 0.5-hectare irregular-shaped site is located in the centre of Ingatestone, approximately one third of a mile north-east of Ingatestone railway station, immediately to the east of the High Street and bordering the northern side of Stock Lane.

The site borders the eastern edge of the Ingatestone High Street Conservation Area. The Ingatestone and Fryerning Community Centre with adjacent car park and tennis courts sit to the immediate north of the site. Opposite the site on the southern side of Stock Lane are 1960s-era bungalows and 2-storey detached houses, both set back from the road and forming the Fairfield cul-de-sac.

The site currently comprises of:

  • A small block of garages in the north-west corner, accessible from Stock Lane via a vehicular access serving the Co-op car park to the rear of the High Street.
  • A 2- storey post-war block of flats close to the northern boundary and behind the bungalows.
  • Ingleton House - L-shaped footprint post-war sheltered accommodation block with a 2-storey wing parallel with the northern boundary and a flat-roofed single-storey wing projecting forwards towards Stock Lane. Ingleton House is outdated and has long outlived its original use and occupies the main and central area of the development site. It has a separate vehicular access from Stock Lane serving a small car park.
  • A block of garages in the far north-eastern corner accessed from The Hoppet - this also contains an electricity substation.
  • Seven bungalows to the south and east of the site.

INGLETON HOUSE CONSENTED SCHEME - MARCH 2024

Planning permission was granted for the demolition of Ingleton House, the two-storey block of maisonettes, 2 bungalows (a total of 23 units) and 12 associated garages and redevelopment of the site for x 22 affordable dwellings (one and two bedroom apartments, bungalows and flats all zero carbon in use), the decarbonisation of 5 of the existing bungalows plus 22 car parking spaces, associated landscaping, public realm enhancements and above ground drainage features.

REVISED PROPOSALS

Since the inception of the Strategic Housing Programme, construction costs have risen significantly. As a result, changes to the consented scheme are needed to ensure the site remains viable and able to deliver much needed affordable housing. This has provided us with the opportunity to review the type and mix of homes to align with changing housing need.

Our revised proposal now focuses on Ingleton House, with the existing two-storey block of maisonettes and all 7 bungalows being retained and refurbished to improve efficiency, reduce utility bills, reduce carbon emissions, and create more comfortable healthy homes. The land off The Hoppet to the east of the site, which currently contains garages that are in poor condition is still included in the proposals, with plans to demolish the garages and provide car parking spaces for residents use.

The consultation period closed at midnight on Sunday 15th February 2026.

We are currently reviewing all the feedback received and sharing it with the project team. The team will carefully consider this input as they work towards finalising the revised scheme, which will be submitted as a planning application to Brentwood Borough Councils planning department shortly.

When our Planning Application has been submitted and registered by the Council, there will be another chance for you to have your say on the final scheme. We will update this website and provide information on how you can access the application documents and submit your comments online.

Timeline

Throughout the pre-application planning process, we will be in ongoing discussions with planning officers and stakeholders, including the local community, about our revised proposals for the site. The timings set out below are indicative dates only and will be subject to change as we progress through the planning process.

Q&A

As with any new development there are often questions raised by the community.

This is not possible due to the significant cost, but also the logistics and site constraints would make this very difficult to achieve. More importantly the construction of basements has significant impact in terms of producing embodied carbon which goes against the principles of creating healthy places. However, the revised layout retains the central car park providing additional spaces over the currently approved scheme.

Ingatestone and Fryerning Parish Council’s Neighbourhood Plan (NP) was adopted in August 2022. The plan identifies that the sheltered housing development including the former Ingleton House block, and neighbouring flats, garages and bungalows are “no longer fit for purpose.” It proposes that the site could be regenerated to provide new, modern affordable homes of high-quality design. The NP has equal weight to Brentwood Borough Council's Local Plan (LP) policies.

The demolition and construction process will only take place if planning permission is granted. If planning permission is granted, we anticipate demolition and then construction could start in summer 2026 and could take around 18/24 months to complete. However, there are sometimes delays, due to the complexity of regeneration projects so this should be treated as a rough estimate.

A Construction Management Plan will be submitted as part of the planning application which sets out the measures that will be taken to ensure that any disruption caused during construction is minimised such as:

  • Specific days and times that construction on the site can operate.
  • Traffic/Transport routes.
  • Maximum noise levels.
  • Measures to reduce dust and contamination.
  • Monitoring requirements to ensure there are no breach of conditions.

Yes, two of the Category C trees by the entrance to The Hoppet will be retained and protected during construction works in line with guidance set out by the Arboriculturist.

The proposed new homes will be available to anyone registered on the Council’s Housing Register whose needs are met by the new homes and are in line with a local lettings policy. All the proposed new homes will be designed so that they are more accessible and can be adapted to suit the individual health and mobility requirements for residents of all ages.

We will gather ideas from the community during the construction phase if planning permission for the revised scheme is granted.

This has not been decided yet and is still open to discussion.

The unmarked parking area in The Hoppet will not be impacted by the development. Parking is being provided for new residents on site and potentially in the former garage block to the east of the site, off The Hoppet.

The proposal is to provide permanent homes for individuals on Brentwood Borough Councils Affordable Housing register. The site will also be subject to a Local Lettings Policy.
